Proposal:
Modify Public Law 116-92 (Dated: Dec. 20, 2019) to allow Military Technicians the option to purchase Tricare in 2026 rather than 2030.
Recommendation: Section 701 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2020 (Public Law 116-92) redresses the benefit balance for dual-status technicians and their families and lifted the TRS enrollment restriction in the year 2030. This law should be modified to take effect in 2026 rather than 2030 for numerous reasons:
1. Improve Medical Readiness of the Force by increasing lower cost access to Healthcare for Tens of Thousands of Military technicians.
2. Assist with recruiting additional servicemembers into the force and provide a strong retention tool for Military Technicians to remain.
3. Lower out of pocket medical cost for Military Technicians and bring Technician closer to parity with civilian equivalency positions.
