Recommendation: Delete J2C. C. Equipping the National Guard with an interoperable end-to-end platform, which can provide secure, unified, real- time communications, situational awareness and emergency response coordination capabilities for the public safety, local, state and national security capabilities. (2018) –
1. the National Guard has implemented systems to enhance interoperable communications, situational awareness, and emergency response coordination. One such system is the Joint Information Exchange Environment (JIEE), a web-based platform used across all U.S. states and territories. JIEE facilitates mission coordination and situational awareness by managing events, missions, requests for information (RFIs), and requests for assistance (RFAs), thereby supporting collaboration between the National Guard and its mission partners.
2. Additionally, the National Guard employs the Joint Incident Site Communications Capability (JISCC), a deployable communications package designed to provide interoperable communications at incident sites. JISCC enables secure and unsecure voice, video, and data communications, establishing a critical link between incident sites and follow-on forces, supplies, and expertise during chemical, biological, radiological, and nuclear (CBRN) incidents, as well as natural or man-made disasters.
3. Furthermore, the National Guard participates in the National Emergency Communications Plan (NECP), which aims to strengthen and enhance emergency communications capabilities across federal, state, tribal, territorial, and local governments, as well as the private sector and non-governmental organizations. The NECP provides strategic guidance to improve interoperable communications during emergencies, ensuring effective and efficient disaster response and recovery efforts.
4. These systems collectively contribute to the National Guard's ability to maintain secure, unified, real-time communications and coordination during domestic operations, thereby enhancing public safety and national security capabilities.
