Proposal: Field Army National Guard Avenger Short Range Air Defense Units with authorized, modern equipment in order to effectively support maneuver units on the battlefield. The EPLRS radios should be replaced with the HMS Radio (VRC-126(V)1).
Recommendation: The HMS Radio (VRC-126(V)1) has been fielded as a modern replacement with the Active Duty Army Maneuver SHORAD (M-SHORAD)
systems. B/2-174th ADA, and Avenger SHORAD unit, successfully utilized these modern replacements for all tactical communications during their deployment to Eastern Europe from 2022-2023. As a highly resilient, easily deployable communications system, the VRC-126(V)1 offers easy integration between modern and legacy radio systems, making it ideal for Federal and State operations. Recommendation: Amend the current C4I resolution 3D to read: That Army National Guard Infantry Brigade Combat Teams and Short Range Air Defense formations receive proportional and concurrent fielding of Handheld, Manpack, and Small Form Fit (HMS) tactical radios.
