Recommendation:
To allow for more effective planning and execution, providing a minimum of $40 million in annual funding to National Guard Counterdrug (NGCD) Training Centers. Furthermore, congress should fund NGCD Training Centers with a distinct line item in the Department of Defense Counternarcotics Central Transfer Account (CTA), and not as a project code (PC 7415). Setting a minimum level of baseline funding and distinct line item in the appropriation will stabilize this critical homeland defense mission and will ensure congressional intent is clearly executed once appropriated.
