Modifying current OPM Special Pay Rate Tables to include Army National Guard 2181 series employees to receive access to the same pay rate table the Department of Air Force and Air National Guard 2181 series employees receive.

Recommendation:
The current Office of Personnel Management (OPM) Special Pay Rate tables exclude the Department of Army and Army National Guard 2181 series employees from the same pay scales that multiple other agencies provide their employees. OPM may establish higher rates of basic pay - special rates - for a group or category of General Schedule (GS) positions in one or more geographic areas to address existing or likely significant handicaps in recruiting or retaining well-qualified employees. OPM may establish special rates for nearly any category of employee - i.e., by series, specialty, grade-level, and/or geographic area. OPM may establish special rates to address staffing problems caused by significantly higher non-Federal pay rates than those payable by the Federal Government within the area, location, or occupational group involved. For example, a GS-13/Step5/2181 Series employee in Boston is entitled to a salary of $119,740 if they are in the Army National Guard. However, that same employee, if they were in the Air National Guard would be entitled to a salary of $144,509. This is an example of the same job series being compensated at wildly different rates. The organizations that are eligible for the special rate table are: AF DEPARTMENT OF THE AIR FORCE, DJ02 FEDERAL BUREAU OF INVESTIGATION, DJ08 U.S. MARSHALS SERVICE, DN DEPARTMENT OF ENERGY, NN NATIONAL AERONAUTICS AND SPACE ADMIN, and ST DEPARTMENT OF STATE.
