Change the current 142nd NGAUS Conference C-130 resolution #D (2019) APN-241 VECP resolution to "Recommend NGAUS support the replacement of the current radar with a commercial off the shelf (COTS) radar that provides current and future modes of operation to include 6 inch synthetic aperture radar(SAR) and terrain avoidance (TA) modes leading to an all weather single pass vs. multiple passes over the target drop area."

Recommendation:
- CRITICAL NEED FOR SUPPORT- The ANG C-130H/J fleet have several shortfalls in their ability to accurately deliver airdrop loads in combat in both Instrument and Visual Meteorological Conditions (IMC/VMC). - STATES IMPACTED - All ANG C-130 H/J Aircraft at CONUS and OCONUS sites - MISSION CRITICAL NEED - The U.S. Army's objective for airdrop accuracy is 50 meters circular error average (CEA), but traditional methods only provide 300-meter accuracy. Current Precision Airdrop (PAD) methods require multiple passes over the drop zone (increasing exposure to threat) for atmospheric calculations before dropping loads. This proposed radar replacement will improve PAD methods to a single pass due to the radar to 6 inch CEA, add TA, and reduce the cost of repair and sustainment - DEPLOYMENTJUSTIFICATION - Targeting pods with light detection and ranging radar provide the necessary capabilities during VMC operations. 6 inchHigh Resolution Radar Imagery upgrades coupled with targeting pods and off-board cueing provide a highly accurate all-weather single-pass airdrop capability that can be used to support domestic and contingency operations - FUNDING JUSTIFICATION - Funding out of the C-130 Systems Program Office through various sources will fund the procurement, integration,installation and acceptance testing of the new radar into the various models of the C-130
