To maintain funding in the reserve component automation system (RCAS) for the enduring requirement for hardware refresh and application support until the Army has subsumed these functions with an acceptable solution.

Recommendation:
HQDA G8 is targeting the RCAS program to be defunded before FY23 using the Program Objective Memorandum process. This will have detrimental impacts on the ARNG in 2 areas; Network Hardware Refresh; and Application Support related to personnel, safety and mobilization. RCAS procures the network hardware (primarily routers and switches) for 3,731 Readiness/Reserve Centers of the ARNG and USAR. Currently, RCAS Other Procurement Activity funding is the only source of funding for procuring this equipment. The inability to refresh critical infrastructure/networking equipment at these Readiness/Reserve Centers, could lead to cyber security vulnerabilities from continued operation of end-of-life equipment. Annually RCAS provides refresh of 20% refresh of this hardware. Without this refresh, the Readiness/Reserve Centers and Armories are at risk of losing network connectivity to the Dept of Defense Information Network (DoDIN) or any other Army network or application outside the State/Territory. Applications supported by RCAS are projected to be subsumed by the enterprise applications of the Integrated Personnel and Pay System - Army (IPSS-A), the Global Force Information Management (GFIM) and the Army Safety Management Information System (ASMIS), however only IPPS-A has a programmatic approach to maintaining the current application functions that support unit readiness. The 9 Force Management modules programmed to be subsumed by the GFIM have not been funded to conduct the migration. The 3 Safety Applications to be subsumed by the ASIMS have not been discussed or programmed with the RCAS PM team.
