Recommendation:
Recommend U.S. Congress enact legislation for a National-Level Emergency Response Fund for expeditious funding of National Guard call ups for Immediate Response (e.g.: 800 flight hours & 2000 man hours as a place holder). This resolution is in response to the National Guard call-up for the recent protests at the Capitol. Although National Guard units were reimbursed on the back end, it would be more prudent to have an emergency fund that could be tapped into when needed to protect the capitol or other National-level responses.
