Proposal: To ensure readiness of the Army National Guard for current and future missions, the National Guard Association of the United States supports an on time and fully funded CH-47 modernization program.
Recommendation: The Chinook is the Army's primary heavy lift rotary wing asset since the Vietnam era. It has gone through a series of upgrades throughout its life span, to include the most recent F-model development in the mid-2000s. However, based on world-wide operational tempo, the aircraft are already starting to show signs associated with continuous combat operations in harsh environments. To maintain relevance over the next 20-30 years, it is imperative for the fleet to receive continuous overhauls and upgrades.
The current modernization program is identified as the "Block 2". In addition to upgrading high-stress points within the airframe, the program is designed to improve lift capability, improve operations in hot and high environments, upgrade digital communications, and improve crew and passenger survivability.
To effectively and safely carry out Title 10 & 32 missions, the Army National Guard recommends the Army continue the "Block 2" program on schedule and ensure the Army National Guard is fully integrated into the upgrade and fielding program.
