Proposal: NOW THEREFORE BE IT RESOLVED, that the National Guard Association of the United States urge the Department of Veterans
Affairs and urge the Department of Defense to increase cancer screenings including novel screenings; and,BE IT FURTHER RESOLVED, that the National Guard Association of the United States urge
the Department of Veterans Affairs and Department of Defense to add liquid biopsies for cancer screening to physicals for all
veterans service members as a voluntary option by January of 2023 with a preference on those with FDA approval.
Recommendation: WHEREAS, Early detection of cancer improves the likelihood of surviving it 1 , and,
WHEREAS, Virtually 50,000 VA enrolled veterans are diagnosed with cancer each year 2 ; and,
WHEREAS, If VA enrolled veterans were a state in the U.S. it would rank 10 th in the nation for cancer
diagnoses 3 ; and,
WHEREAS, Eight cancers were the most frequent among veterans in 2010: prostate, lung, colorectal,
melanoma, kidney, bladder, liver, intrahepatic bile duct 4 ; and,
WHEREAS, All veterans have a 40 percent increased rate of breast cancer 5 ; and,
WHEREAS, “Beating cancer starts with knowing you have it” and “71% of cancer deaths are caused by cancers
not commonly screened for”
