Proposal: The C-130 Avionics Modernization Program (AMP) Increment 2 effort requires modification to include a digital overhead panel which is currently listed as a critical capability in the FY21 Modernization Priorities Book.
Recommendation: The C-130H Avionics Modernization Program Increment 2 (AMP-2) does not address the diminishing manufacturing sources (DMS) and night vision imaging system (NVIS) compliant lighting requirements associated with the current legacy flight engineer overhead panel. Per the ANG FY21 modernization book, all 123 C-130H models require updated avionics kits to include NVIS-compatible digital overhead panels and this needs to be added to the AMP-2 program. The C-130H faces severe sustainment challenges and tactical night operations continue to suffer with non-NVIS compliant lighting. NVIS compatibility and a modernized glass cockpit with digital overhead panel, reduces crew workload, lowers maintenance costs and increases capability and sustainability to operate safely at night. Current ongoing modernization efforts allow an opportunity to close capabilities gaps at a lower cost point overall, adding dynamic utility at a lower price point initially and over the newly extended life-cycle of the aircraft.
Recommended Change: add "To address the diminishing manufacturing sources (DMS) and the night vision imaging system (NVIS) compliant lighting requirements with the overhead panel, include an updated avionics kit that encompasses NVIS-compatible digital overhead panels."
