Recommendation:
This resolution is congruent with the Chief of Staff of the Army's (CSA)"One Army" construct and is necessary to ensure compatibility and interoperability between components COMPO 1 (Army) and COMPO 2 (National Guard) Attack Reconnaissance Battalions (ARB). COMPO-2 Attack Reconnaissance Battalions are currently equipped with 18 AH64D helicopters per Battalion instead of the full MTOE (Modified Table of Equipment) of 24. The current Combatant Commander's Theater requirement of 24 AH-64's leaves a delta of 48 aircraft (66% of MTOE requirement) split between the 3 non-deployed ARB's. Without the full complement of 24 AH-64E aircraft, National Guard Attack Reconnaissance Battalions face significant challenges in generating readiness (Readiness Level Progression, Crew Training, Collective Training), supporting required CRC (Combat Readiness Center) rotations, and meeting the demands of an operational force. COMPO-2 ARB's must mirror the composition of COMPO-1 Battalions of 24 air-frames per Battalion and remain in the Army's AH-64E fielding plan that specifies fielding the 4 ARB’s in the following sequence: (Q2FY22, Q1FY23, Q2FY25, and Q1FY26)”. Army National Guard AH-64E fielding must occur concurrently with COMPO-1 AH-64E fielding to maintain compatibility and lethality across the total Army fleet. The AH-64E fielding plan to the ARNG must include all specialized tools and test sets necessary to support the AH64E along with the requisite AH-64E training seat allocations for COMPO-2 aircrew members and maintainers.
