Proposal: Support subsidizing and funding TRICARE Reserve Select (TRS) for all Soldiers and Airmen of the National Guard.
Recommendation: Subsidizing and funding TRICARE Reserve Select for members of the National Guard would have a profound benefit on our force. Personnel are our number one priority. At the time of first End Term of Service decisions, many Soldiers and Airmen are starting families. Being able to provide an annual benefit of $2,739.24 for a family and guaranteed health coverage will help us maintain and grow the force. In addition, subsidizing TRICARE Reserve Select could have a cost-savings benefit over time. The National Guard spends countless dollars per year on Periodic Health Assessments events and vaccination costs. Providing health insurance and encouraging or mandating wellness exams would reduce the need for PHA events. Health insurance already pays 100% for wellness exam, influenza vaccines, and other preventive services. Subsidizing TRICARE Reserve Select will enhance recruiting and retention, and will save money on PHA and vaccination. Providing no-cost healthcare will reduce the barriers Soldiers and Airmen experience in their pursuit of optimal health. In addition, it will reduce barriers commanders experience when directing their SM to seek medical evaluations or treatment.
